Occassional Learners Empty Occassional Learners

I have acquired a learner who has had about 4 lessons since December, he cancels regularly but usually within 48 hours, so he has booked on but then drops out. I have agreed to only teach him now if he does at least one hour a week without cancelling. I'm not optimistic. Do these pupils ever get anywhere?
