The proposals for quad bikes to be regulated have been put forward. About time? Or a waste of time?

There has been a noticable increase in road legal quads.
A bad thing in my opinion as they are a recreational/fun machine and driver/rider mentallity is different to that of other road users.

Some are seen to wear "all the gear" and many do not wear a crash helmet.
