are taxi drivers going to have to start tacking driving abillaty test even if thay have a taxi licence

Not blanket testing but some authorities will be requiring those with multiple complaints against them to take the test when they renew their licence, so I'm led to believe. Along with new licences but again only where the authority requires it.
